Project Manager or Consultant

Who You Are

Cardiff Council is seeking an experienced Project Manager or Consultant who can start ASAP and hit the ground running. You should have an in-depth understanding of the Flying Start programme, knowledge of Care Inspectorate Wales (CIW) inspections, and Welsh Government childcare directives and funding streams. Your background in managing large budgets and navigating procurement processes, along with the ability to plan and deliver complex projects within agreed timescales, will be essential.

What the Job Involves

• Design and implement the most effective model for delivering the expansion of Flying Start childcare, as per Welsh Government directives.
• Scope and analyse delivery models used by other Local Authorities in Wales and England.
• Adapt best practice approaches to work with Cardiff’s existing Flying Start model.
• Engage with potential Flying Start childcare providers to understand their needs.
• Review and enhance Cardiff’s current model while maintaining all essential elements.
• Develop a robust delivery model that complies with statutory requirements and ensures sustainability.
