Maldon District Council is working in partnership with Essex Shared Services to support the role of ICT Technical Manager a full-time position offering hybrid working with an expectation of attending the office 1 – 2 days per week depending on business needs. Role Purpose: Accountabilities: The Experience You Will Bring: Knowledge and Qualifications: The ideal candidate will hold a degree‑level qualification in IT, digital, project management or a related field, supported by a recognised project management qualification or substantial experience delivering ICT projects at a senior level. They should demonstrate ongoing professional development, strong leadership capability, and a solid understanding of ICT project delivery within a local authority or similarly complex environment. A strong grasp of ICT systems, digital solutions, project governance, risk and change management, and the relationship between project delivery and business‑as‑usual support is essential. Knowledge of information governance, data protection, cyber security, supplier management, and continuous improvement approaches is also required, along with an understanding of council governance and the wider public‑sector context in which ICT projects operate. Experience: The successful candidate will have significant experience delivering ICT or digital projects within a local authority or similarly complex public‑sector environment, with proven ability to coordinate project planning, delivery, monitoring and dependency management. They should have experience supervising project or technical staff, working within formal governance frameworks, and engaging effectively with internal teams, senior stakeholders and external suppliers. Strong skills in managing risks, issues and change are essential, along with experience supporting smooth transition into business‑as‑usual services. The role also requires the ability to manage multiple deadlines in a fast‑paced environment and contribute to service improvements through lessons learned and enhanced delivery approaches. Skills and Ability: The role requires strong leadership and coordination skills, with the ability to motivate a team of ICT Project Officers and manage multiple projects, risks and dependencies effectively. Candidates should demonstrate excellent organisational ability, sound judgement in resolving issues, and confident stakeholder management across services, technical teams and suppliers. Clear and professional communication with both technical and non‑technical audiences is essential, along with the ability to coach and support staff, use project delivery tools and Microsoft 365 applications, and remain calm, adaptable and solution‑focused in a fast‑paced environment.
