The post ensures good workplace safety and health by identifying risks, developing policies, and promoting a positive culture of health, safety and compliance.
Experienced and efficient Asbestos Administrator required to support the Corporate Asbestos Team to meet their legal compliance requirements.
To respond to asbestos queries, provide asbestos database information to Council Departments to agreed deadlines. To arrange asbestos surveys for the in-house asbestos surveyors (management / refurbishment & demolition / re-inspections) and produce asbestos reports and management plan files.
To maintain and update internal audit systems and the asbestos database.
To ensure internal procedures are followed and provide a first-class administration and support service for all aspects of the asbestos management system.
To act as a point of contact for asbestos queries and ensure information and reports are issued within agreed deadlines.
To engage with clients / managers and provide a service in a customer focused environment.
To understand the needs of our clients and effective operation of the Asbestos Team and be able to respond and manage priorities and workloads appropriately.
Key responsibilities
To provide a comprehensive and professional administration service, covering all aspects of asbestos management, either by phone, online, via e-mail, in writing or in person.
To ensure data on the corporate asbestos database systems are up to date and accurate.
To lead on the day-to-day maintenance of all property records on the corporate asbestos database and management packs, this includes adding new information from asbestos surveys, updating current information following asbestos removal works, updating re-inspection survey reports and the re-inspection database, in addition to processing and distributing information to accommodate all requests.
To maintain internal audit systems using Microsoft Access 2003 and Microsoft Excel 2010. To process information and statistics on a monthly, quarterly and annual basis. To support the implementation of a new system and the transfer of information.
To process all requests for surveys which include identifying the type of response required, reviewing property records and contacting the relevant person to make arrangements for surveys, in addition to liaising with the Asbestos Surveying Officers or external specialist organisations. Very occasionally, you may be required to assist the surveyors on site.
To dispatch samples for analysis and updating the audit system; where necessary identifying whether or not a courier needs to be dispatched by seeking authorisation from the Asbestos Manager or organising samples to be delivered to the laboratory by normal post.
To produce and issue appropriate reports following asbestos surveys, in line with internal procedures, HSE Guidance and within allocated Service Level Agreement deadlines. Following each survey, updating the relevant database systems and audit trails.
To provide advice and guidance on asbestos services, internal procedures and SLA arrangements to council managers, staff and contractors as appropriate, in accordance with best practice and the council's objectives.
To manage a range of work priorities so as to meet stringent deadlines whilst meeting agreed standards; to advise the Asbestos Manager on any arising / emergency issues.
To ensure that all relevant asbestos information, returns and updates from departments are input to the corporate asbestos database systems in a timely manner to ensure they continue to reflect current status.
To understand council asbestos, health and safety policies, arrangements and procedures, and have the ability to advice and support clients and managers in following them.
To be able to deal with asbestos queries and, where necessary, escalate them to the relevant managers or Asbestos Manager.
To liaise with relevant areas of the Council to ensure that requests and changes to the corporate asbestos database are actioned as required.
To prepare standard letters / correspondence where required.
To provide assistance to Asbestos, Health and Safety projects and colleagues within Corporate Health and Safety as required.
To ensure that all services are provided in accordance with the section’s Service Level Agreements.
To encourage the use of the council’s internal network, Islington Connect, in relation to asbestos arrangements and legislation.
To undertake other duties commensurate to the grade of the post.
