Purpose of the Role:
Deliver an effective, efficient and customer focused service in line with Corporate Policies and within national, regional and local legislative requirements, transport policy and funding requirements relating to electric vehicle charging infrastructure.
Provide high quality and comprehensive technical, administrative and project support to the Transport Planning and Policy service, with a focus on the delivery of electric vehicle charge point projects across the borough.
Support resident enquiries, site selection, consultation, reporting, governance, licence agreements and project management activity for EV charging sites, including Housing Revenue Account estate-based locations.
Deliver a flexible, positive and responsive service that meets customer and programme demands, including working across different workstreams and deadlines as required.
Keep up to date with developments and practices relating to electric vehicle charging, sustainable transport, consultation processes, programme reporting and Council procedures.

Supervisory responsibility:
There is no direct supervisory responsibility, although independent prioritisation and management of the workload would be required to meet tight deadlines. The role will involve coordinating inputs from internal teams, charge point operators, consultants, contractors and other partners.
Key Accountabilities:
Understand and be responsive to the needs of residents, Members, colleagues and external partners, offering technical advice and guidance both written and verbal, and always presenting a positive and professional image.
Manage and respond to resident enquiries relating to electric vehicle charging, including enquiries received through the Council, charge point operators and partner organisations.
Coordinate desktop reviews of proposed EV charging sites, including the review of site constraints, resident demand, parking arrangements, access, operational considerations and deliverability issues.
Support site selection for EV charge points by maintaining records, collating evidence and liaising with internal teams and external partners on land ownership, parking, highways, housing, energy and operational matters.
Coordinate and project manage consultation notices in agreed sets or tranches, ensuring consultation documentation is accurate, complete and issued in accordance with agreed timescales.
Review consultation feedback, objections and representations, identifying key themes, site-specific issues and matters requiring technical, policy or programme response.
Prepare draft consultation responses for residents, stakeholders and Members, ensuring responses are clear, evidence-based and consistent with Council policy and EV charging objectives.
Support the preparation of records of decision and related approval documentation, including cross-referencing consultation material, site information, objections, recommendations and supporting evidence.
Prepare and coordinate regular programme reporting, ensuring information is accurate and submitted in accordance with required timescales, as set out by funding partners
Provide project management support for Housing Revenue Account estate-based EV charging sites and other programme workstreams, maintaining project plans, trackers, action logs, risk records and decision logs.
Support the administration and coordination of licence agreements and related legal documentation for EV charge point delivery, liaising with legal, property, housing, highways and other relevant teams as required.
Prepare and present information on behalf of the service, including management information, statistical information, reports, briefings and updates for audit, governance, Member and external partner purposes.
Maintain up to date knowledge to ensure effective operation of IT packages and systems used within the service and be responsible for accurate data input, collation, upkeep and retrieval of Council information in accordance with Council procedures.

The Council reserves the right to ask the post holder to undertake any tasks that are consistent with the grade to ensure effective service delivery.
Key Relationships (Internal and External):
The key relationships will be working directly with Transport Planning and Policy colleagues, the Principal EV Project Officer, Housing and HRA colleagues, Highways, Parking, Legal, Procurement, Finance, Communications, Property, charge point operators, consultants, contractors, Distribution Network Operators, residents, Members, funding bodies and other partner organisations involved in the delivery of electric vehicle charging infrastructure.
