Organisational Development (OD) Lead BR12- £23.13- £25.01 ph (PAYE) Initial 3-month locum assignment. Hybrid working: 2 days in the office and 3 days working from home. However, during the initial onboarding period, the successful candidate may be required to attend the office more frequently. Ideal candidate needs to have Local Authority experience and experience leading the Council's Organisation Development (HR) function. The successful candidate will need to start as soon as possible (1-2 weeks) if successful. The OD lead will report to Deputy Head of HR and manage 2 Officers. Organisation Development Lead Role Summary Reporting to the Deputy Head of HR, the Organisation Development Manager leads the Council's Organisation Development function and manages a team. The postholder is responsible for developing and delivering organisation-wide strategies, programmes and interventions that strengthen leadership capability, workforce development, organisational effectiveness, and employee engagement, supporting the Council to achieve its strategic objectives. Working closely with HR Business Partners, the Organisation Development Manager translates identified workforce and organisational needs into practical organisational development solutions. The role leads the Council's approach to leadership and management development, talent management, succession planning, apprenticeships, graduate and early careers programmes, coaching and mentoring, employee engagement, culture development, and organisational change. The postholder provides expert advice on organisation development and workforce capability, ensuring that interventions are evidence-based, aligned to business priorities, and deliver measurable improvements in organisational performance, employee experience and service outcomes. The role works collaboratively with senior leaders, managers, and HR colleagues to build a high-performing, inclusive and values-led organisation and to support the successful delivery of organisational change and transformation. Key Responsibilities Lead and manage the Organisation Development team, ensuring high-quality delivery of OD services and programmes. implements the Council's Organisation Development Strategy and associated programmes. Work with HR Business Partners to identify and respond to organisational development needs across services. Design, commission, and deliver leadership and management development initiatives. Lead talent management, succession planning, and workforce capability programmes. Oversee and develop the Council's apprenticeships, graduate and early careers programmes. Design and promote coaching and mentoring frameworks to support employee and leadership development. Lead employee engagement, culture, values, and organisational effectiveness initiatives. Provide specialist OD support to organisational change and transformation programmes. Evaluate the impact of OD interventions and use workforce insight and data to drive continuous improvement. Manage OD budgets, contracts and external providers where required. Build effective relationships with senior leaders, managers, and HR colleagues to support organisational performance and workforce development.
