ROLE TITLE:           Driver / Team Leader HOURS:                   37 Per Week

WORK PATTERN:    Monday to Thursday 7am to 3pm, Friday 7am to 2.30pm including   bank holidays.

LOCATION:                    Abergavenny  - which may change in the future if the service location needs to relocate.  Relocation or disturbance expenses will not be paid if this happens.

DISCLOSURE AND BARRING SERVICE (DBS) CHECK:  No DBS Required for this post

RESPONSIBLE TO:  Area Supervisor/Deputy Supervisor

WELSH LANGUAGE ASSESSMENT:  Welsh language skills are desirable

Neighbourhood Services �..Who are we?

Neighbourhood Services Encompasses the full spectrum of high visibility services that are the priorities of the residents of Monmouthshire. Services including Recycling & Waste Collection, Waste Transfer Station and Household Waste Recycling Centre Operation, Highway Maintenance, South Wales Trunk Road Agency Maintenance, Grounds Maintenance, Street Cleaning and Operational Health and Safety.

Neighbourhood Services are in the unique position within MCC to deliver the frontline services that residents access everyday. With over 250 staff across the range of different activities the services we deliver have a significant influence on the way stakeholders perceive the Councils effectiveness.

Our Purpose:

The Recycling and waste team�s aim is to produce a high quality and cost-effective service to the residents of Monmouthshire whilst promoting the waste hierarchy and producing high quality recylate.

This is achieved by:

Provision of an effective and efficent high quality kerbside collection service

Provision of Household waste Recycling centres that offer a comprehensive range of materials that can be recycled

Reuse shops which offer items that would otherwise have been disposed of/recycled for sale.

The education of the public, organisations, schools and businesses on the waste hierarchy; waste minimisation, increased reuse and recycling and climate change.

The marketing and sale of recyclate materials to achieve the best outcome possible.

The support of other projects aimed to tackle waste minimisation and climate change.

The Purpose of this Role:

Recycling and Waste are often the public face of the Council � we provide the services the public see and care about.  How we behave directly impacts on people�s perception of the Council as a whole.  It is the only Council service which reaches every resident every week.

This role is essential in ensuring collections are undertaken professionally, efficiently and most importantly, safely.  As a driver you will be the Team Leader overseeing the Loaders and, if necessary, keeping in contact with Area Supervisors to make them aware of any issues/problems when the collections are being undertaken.

Your responsibilities are to:-

Drive Refuse Collection Vehicles (RCVs) or other vehicles for the collection of recycling and waste in a professional manner. Recycling and waste collections include:

Food waste

Garden waste

Residual waste (including hygiene)

Dry recycling e.g. paper, glass

Trade waste

Ensure all scheduled collections are completed taking note of assisted collections and extra allocations.

Hold a clean and current LGV licence and ensure your CPC is kept up to date.

Act as Team Leader working constructively and effectively as part of the Recycling and Waste collections team.  Ensure the crews are undertaking collections in a safe and efficient manner; ensuring that all relevant PPE is worn, that receptacles are placed back as per procedures, any spillages cleaned up, and that all recycling is monitored for contamination and the correct procedures are followed.

Carry out your role in a polite, courteous and professional manner and ensure that collection crews are doing the same.

Promote an inclusive and open culture that encapsulates the core MCC principles of teamwork, openness, fairness, flexibility and kindness.

Carry out daily safety checks of the vehicle, ensuring that any defects are recorded and reported to your supervisor immediately.

Ensure that the Vehicle, yourself, the crew and their operations are in accordance with the relevant aspects of Health and Safety legislation/policies and that safe working practices are followed: e.g. route risk assessments taken into account, reversing assistants used, PPE compliance.

Ensure the route risks assessments are kept up to date and liaise with the Supervisor and other WSS colleagues for any changes that need to be made e.g. new hazards.

Report all accidents, incidents and near misses in a timely fashion to your Area or Deputy Supervisor.

To be directly responsible for the cleanliness of the vehicle and to ensure vehicles are fuelled at the end of the day, (where possible vehicles should be fuelled in Raglan Depot or Caldicot Depot and only in emergencies should Services be used to fuel vehicles).

To ensure that all required documentation is completed timely and accurately.

Act as the safeguarding lead for your team and report any concerns to your line Manager immediately.

Ensure all technology issued is used as per guidelines and is stored, maintained suitably, and any defects/issues reported in a timely manner.

Work with the management team in establishing the most efficient collection regime to inform route optimisation projects and service changes. This will involve advising on routes, rounds and obstacles to any changes proposed. Be proactive in assessing ways to improve service efficiency and cost effectiveness wherever possible (this might include re-scheduling rounds, adjusting workloads and staffing etc).

Undertake any training that is required to undertake your role safely and effectively.

Work at other depots when operational necessity demands it.  Where this occurs the service will do its best to provide transport.  Alternatively if you use your own vehicle the Council�s mileage rate can be claimed.

To deputise where necessary for the Deputy Supervisor.

To carry out driving duties and other works to provide services for the Authority commensurate with the grade and position.  Examples include responding to severe weather instances e.g. provision of sandbags, winter gritting.

There may be occasions when you will be required to carry out duties other than driving e.g. loading, litter collection etc.

Occasionally work outside normal working hours:

Weekends and evenings:- some weekend or evening working will be required.  This could include being on a rota for cleaning town centres, waste collections from markets (please note these are examples and not a definitive list). These rotas will be available to everyone to indicate availability or willingness to work Bank holidays: MCC recycling and waste operate collections on bank holidays, therefore, with the exclusion of the 25 th and 26 th December and the 1 st January, bank holidays are considered a �normal� working day and staff are required to work them.  (Renumeration for working a bank holiday will be double time plus accrual of a bank holiday leave day to be taken at an alternative time).

Responding to emergencies (including evenings, weekends and bank holidays):- staff will be expected to be able to assist the Council in its response to emergencies on instruction from management.  This includes instances such as flooding (sandbagging), snow (town centre clearances), storms (tree removal).

If you have to travel over and above your normal home to office journey then you are paid 45p for additional mileage (subject to revision locally). Alternatively there are pool cars available although this cannot be guaranteed so using your own car may be essential.

Person Specification

How will we know if you are the right person for the role? As the successful candidate you will have demonstrated:-

Hold a clean driving LGV driving licence - category C.

Relevant experience within a similar role.

Experience of and willingness to lead an effective team.

A good understanding of Health and Safety issues

A willingness to abide by the agreed H&S policies and procedures and an ability to carry out duties in a safe and acceptable manner.

Able to work without close supervision

Have good communication skills

Understand the purpose of the recycling and waste service

Ability to oversee/supervise colleagues to ensure collections are being undertaken in a safe and professional manner

Be committed to providing a quality recycling service (e.g. minimal contamination and good public engagement)

Be flexible to adapt to any services or when required to undertake different duties

A willingness to undertake any relevant training

 Ability to work outside the core hours to meet the needs of the service when required.

Welsh Desirable .You may be required to learn or improve your existing skills through attending staff Welsh language training funded by the council.
