At the heart of one of the world's most dynamic cities, Westminster City Council delivers services that make a real difference. Our Procurement & Commercial Services team plays a critical role in ensuring public funds are invested effectively, compliantly and with maximum social value.
As a Commercial Manager, you could lead complex, high-value procurement projects, often exceeding £20 million, while helping shape the future of housing services across the borough.

What You'll Be Doing

As part of our procurement community, you may have the opportunity to:
  • Lead major Housing procurement projects from initiation through to contract mobilisation.
  • Deliver high-value and high-risk tenders in line with procurement legislation and best practice.
  • Provide strategic commercial advice to commissioners, budget holders and senior stakeholders.
  • Develop procurement strategies that maximise value, innovation and market participation.
  • Work closely with Legal, Finance and operational teams to deliver successful procurement outcomes.
  • Drive efficiencies, savings and service improvements through effective procurement activity.
  • Embed sustainability, social value and community benefits into procurement programmes.
  • Manage commercial, financial and operational risk throughout the procurement lifecycle.
We're Interested In Hearing From You If You Have:
  • Significant experience within procurement, commissioning, commercial or finance environments.
  • A strong track record of delivering complex procurement exercises and tender programmes.
  • Experience within Housing procurement, construction, property or related categories.
  • Strong stakeholder management and influencing skills.
  • Excellent commercial awareness and procurement expertise.
  • Knowledge of UK public sector procurement regulations and governance requirements.
  • The ability to manage multiple projects and competing priorities simultaneously.
  • Experience developing specifications, procurement documentation and evaluation methodologies.
Qualifications
Ideally, you'll be:
  • Degree qualified (or able to demonstrate equivalent experience).
  • CIPS Level 5 or Level 6 qualified, working towards qualification, or possess equivalent procurement expertise.
  • Committed to continuous professional development.
