Who You Are

You are a commercially aware and strategically minded HR professional with significant experience operating at a Business Partner level within a large, complex organisation. You have a track record of influencing senior leaders, delivering organisational change, and developing practical HR solutions that support operational and strategic goals. You combine strong relationship management skills with sound HR expertise, enabling you to challenge constructively, build credibility quickly, and drive positive outcomes.

What the job involves

As a Human Resources Business Partner at Westminster City Council, you will provide strategic HR leadership and support to senior managers across the organisation. Your role will involve shaping workforce strategy, organisational change, employee relations, and talent development. You will partner with senior leaders to develop and deliver workforce strategies aligned with business objectives, provide expert HR advice, and manage complex employee relations matters. You'll also support talent management initiatives, build strong partnerships with Trade Unions, and ensure compliance with employment legislation and corporate governance. This role also involves working collaboratively with Finance and Directorate colleagues to ensure workforce planning supports budgetary requirements and service priorities.

Skills

  • Significant experience as a Human Resources Business Partner
  • Experience supporting senior leadership teams
  • Extensive experience with organisational change programmes
  • Strong understanding of employment law and HR best practice
  • Experience managing Trade Union relationships and negotiation processes
  • Knowledge of TUPE and redundancy programmes
  • Workforce planning and data-driven decision making
  • Excellent stakeholder management skills
  • Strong analytical, communication and presentation skills
  • Proven ability to coach and develop managers
