The ideal candidate will be a proactive and commercially aware highways professional with strong technical engineering expertise and a thorough understanding of development management processes. They will be comfortable operating independently, managing complex highway agreements and development proposals from inception through construction and adoption, while building productive relationships with a wide range of stakeholders. Candidates from Local Authority Highways, Highway Development Management, Transport Planning, Civil Engineering Consultancy or Highway Authority backgrounds are particularly encouraged.
What the job involves
The Development Control Engineer is responsible for assessing the highway and transport impacts of development proposals, managing development-related highway agreements, and ensuring new highway infrastructure is delivered, constructed, and adopted in accordance with legislation and standards. The role involves engaging with developers, engineering consultants, planning officers, legal services, and the public, representing the Highway Authority at meetings, preparing technical reports and correspondence, and conducting site inspections to monitor highway works. The engineer will also manage a variety of caseloads related to development-related highway applications and agreements, prepare cost estimates, review highway designs, and maintain financial records.
