Who You Are

You are an experienced Senior Development Control Engineer with a strong background in traffic and highway engineering, and development planning. You are proactive, commercially aware, and adept at both project management and stakeholder engagement. You possess the ability to supervise and monitor multiple projects simultaneously, have excellent customer care skills, and are committed to personal and professional growth. With a focus on high-quality service delivery, you embrace diversity, champion inclusion, and build collaborative relationships. You are qualified in Civil or Highway Engineering/Transportation to at least ONC/HNC level, ideally holding a degree or equivalent.

What the Job Involves

As a Senior Development Control Engineer, you will support the Highways Development Control Manager in overseeing the delivery of highways development control management. Your role includes acting as a statutory consultee for transport-impact planning applications and overseeing highway works from pre-application advice to construction management, legal agreements, and adoption by highways. You will assist in identifying and securing sustainable third-party income, maximizing financial contributions from development, and ensuring developments integrate with sustainable transport networks. Additionally, you will provide technical and professional advice, engage with stakeholders, and represent the Highway Authority in public forums. You will also manage financial responsibilities, ensuring accurate budgetary and financial reporting while adhering to health and safety responsibilities.

Skills

  • Minimum 5 years post-graduate experience in traffic/highway engineering
  • Professional membership of highway institutions (desirable)
  • Proficiency in managing complex engineering projects
  • Strong IT, written, and verbal communication skills
  • Good budgetary management skills
  • Excellent customer care and negotiation skills
  • Strong adaptive, initiative-taking, and leadership qualities
  • Good working knowledge of Microsoft Office Suite
  • Experience with legal agreements: S106, S278, S38, S184
  • Confident dealing with stakeholders and project committees
